PC1 and PC2 must be connected to all areas while HL continues routing Area1 to area 2 and 3.

note that your main line must be KNX IP.
Go to homeLYnk system configuration. Select "Nework" >> "KNX connection".
Then set
Mode: EIBnet/IP Routing
KNX address: address of your coupler (1.4.0)
KNX IP features: CHECK
Multicast IP: 224.0.23.12 (default)
Multicast TTL: 1 (default)
Maximum telegrams in queue:100 (default)
On the other 2 card you can set the KNX>>IP and IP>>KNX filter rules.

I've can not get it to work, from ETS 4 , I've can not download from ETS 4 and it can not scan the line, is the Homelynk not supporting this?
when I've use this setting and take this homelynk connection in ETS4 then I've can download to line 4.
If I've take this connection in ETS 4' it will not work.

you are right!
There are three main option you may need to set. Let me explain it clearly.
1) TP-UART + KNX IP features (unchecked) - it communicates only on TP, all KNX IP telegrams are blocked
2) TP-UART + KNX IP features (checked) - it communicates both on TP and IP
3) EIBnet/IP routing - it communicates on IP only
So for your case, you should use the option n.2.
