Explain who can issue certificate and is there a way to check criteria for certificate as per IEC

As a specifier i face the challenge when one company say they comply to IEC61439 and other say they have test report/s as per IEC61439

This is a common challenge every end customer / consultants are facing to differentiate between test reports and certificate.

IEC clearly defines under two standards this criteria . IEC 17065 & IEC 17025

 

IEC 17065 : Confirmity Assessment Body Accreditation - Confirmity assessment Bobies certifies products, processes and services .An organization which complies to this standard are approved to issues IEC certificates. This is based on the organization capability to perform all the three design verification defined in IEC 61439-1 ie Testing, Comparison and Assessment.

 

IEC 17025 : Test Laboratory Acceditation - General requirement for testing and caliberating laboratories. This is based on the organization capability to do only one of the three design verifications defined in IEC 61439-1 ie Testing. These organizations are not assessed and confirmed to execute Comparison and Assessment. An organization which complies to only test criteria are approved to issues IEC test reports and not certificates.

 

Attached webinar by lab expert to one of the esteemed customer is elaborating the above topics and more. Though the presentation is bit long, initial 20 minutes of the webinar will clarify the above questions.

To comply and get a certification according to IEC61439-1/2 it is not a menu "a la carte". It is not allowed to choice the test that you are ready to perform. You need to perform ALL the tests required by the standard. it was the concept of the IEC60439 authorizing to be partially type tested. This concept was killed with the IEC61439. If competitors try to speak and present tests reports according to IEC61439 against a certificate IEC61439 you are not comparing apple to apple. You can be sure they are trying to avoid some difficult performances hiding some of them. You have to be proud of your certificate and don't hesitate to explain the much more value compared with tests report.
