I don't have your complete configuration, but if your CPU keeps showing the I/O LED lit "ON" RED, which means "The CPU or system has detected an error in one or more I/O modules".
I would suggest starting the investigation by physically looking into the IO module (LEDs status) on the local racks and the Remote IO drop rack in case you have Remote IO drops.
Once there are no errors at the IO module level in the system, this IO error LED from the CPU should be turned "OFF" automatically.
Sometimes we configure the IO modules inside the CE and also install the IO module in the rack. But we did not connect the external 24VDC to the IO module, and due to this, the IO modules are in an error state, and the CPU I/O LED is lit "ON."
In addition, you connect Control Expert to the CPU and become online and double-click on each IO module to check the fault status. it will help you better understand.
You can also disable some of the IO module's diagnostics monitoring from the control expert just for testing purposes. For an example un check the IO module "Supply monitoring"

As explained already, it means there is an issue on 1 or more IO modules. The IO err led shows an aggregation of all IO errors.
It will happen when you're testing an application, where IO is configured, but no IO physically attached to the CPU.
In a live situation, check all your IO racks for a red light. Could also be an IO module is missing (missing module doesn't show a red light).
The IO status can also be checked using Control Expert, connect to CPU and view your hardware configuration.
