Why do my module numbers not start at the next incremental number?

Why do my module numbers not start at the next incremental number?
Hi all,
I have a project and added a few modules to check/test a couple of settings as I may need to add another module. The original project has 3 saved modules and I never saved the project.
Closed the project (and Machine Expert fully), opened the project again, added another module and found that the module number now starts at the last number of the module I added and removed, so as you can see in the image below, the module I just added now starts at 10 and not 4 because the last module I added to check the settings was module 9. If I close the project and do it again it will start at 11 and so on.
Why is this? How can I get it to default to the next incremental value based on those actually saved in the project?
It does this regardless of whether I delete the temporary modules before closing or just closing and not saving.
