In first let me know PL7 Software can install in windows 7 or 10 and for connect PC to plc I can use TCSMCNAM3M200P Cable?

Wow I haven't seen one of them for many years.

I doubt you will find the software anywhere online because it is so old, and it requires a license.  You will likely need to contact your local SE.

I have only ever used PL7 on Windows XP, but I do have it installed on a Win 7 32 bit VM (I've just never been online to a PLC with it).

I think I used cable TSXPCX1031.  I cannot vouch for the cable you mention.  Here is an article I found:
