Control expert freezes at 30% when attempting to add a .x80 remote drop to the EIO bus.
This effects Control Expert Classic V15 and V16 and seems to be the result of the process requesting additional licenses when it already has one out.
It occurs when a license with only 1 usage right is added in the floating license manager

If this is expected behavior then the process should timeout and give the user a descriptive error message.
