Timer Blocks (including TON, TOF and TP) only work if "On Interval" execution method is used (without "Input Change Detection"). This is because the logic must continue to be executed in the background for the timer to be tested. The timer is not tested if you prevent the execution of the logic by filtering out executions when inputs have not changed.
