This is a warning as it is https connection and the certificate is self signed as highlighted. Just need to proceed by accepting the risk. Otherwise as far as I remember there is a procedure to use a certificate...
Seems you are using firefox, keep in mind that this browser is not supported by PAS 1.9.

Regarding the warning message, you have a section on the User Guide.
To have encrypted communication between your Panel Server and a Web Client, you must have an SSL certificate from a public certification authority installed on your Panel Server:
For the moment, this is not possible upload a certificate on the Panel Server. I suppose this feature will be implemented later in the Panel Server.
Chrome allow to bypass this message with a specific flag:
chrome://flags/#allow-insecure-localhost
