This is possible to do in the meny Settings-Security-Network Management (also described in Panel Server Cyber Security Guide DOCA0211EN)
disable all wireless networks (permanently)
1. Both WiFi and Zigbee ? - not possible to choose to disable only e.g WiFi ?
2. Is it permanently disabled even after a factory reset and/or after a firmware upgrade ?

Yes you are disabling WiFi and Zigbee at the same time.
It is permanent and Factory reset will not reenable it. If you need wireless PAS will have to be replaced by a New one.
