Problems upgrading to 3.7.5 firmware on Netbotz 200

I have two Netbotz 200's, netbotz1 and netbotz2. Both were running AOS 3.5.9 and App 3.5.6:

American Power Conversion Network Management Card AOS v3.5.9
(c) Copyright 2008 All Rights Reserved NetBotz 200 App v3.5.6

An ftp to both showed the following:

--wx-wx-wx 1 apc apc 1572864 May 23 2008 apc_hw03_aos_359.bin
drwxrwxrwx 1 apc apc 0 May 23 2008 sec/
--wx-wx-wx 1 apc apc 2031616 Apr 01 2009 apc_hw03_nb200_356.bin
-r--r--r-- 1 apc apc 54999 Jun 20 2022 event.txt
-r--r--r-- 1 apc apc 416 Jun 20 2022 data.txt
-rw-rw-rw- 1 apc apc 26117 Jun 20 2022 config.ini

I followed the instructions on page 104 of the User's Guide to use scp to copy over apc_hw03_aos_390.bin and then apc_hw03_nb200_375.bin. This worked fine to upgrade netbotz2:

American Power Conversion Network Management Card AOS v3.9.0
(c) Copyright 2009 All Rights Reserved NetBotz 200 App v3.7.5
--wx-wx-wx 1 apc apc 1572864 May 11 2015 apc_hw03_aos_390.bin
drwxrwxrwx 1 apc apc 0 May 11 2015 sec/
--wx-wx-wx 1 apc apc 2031616 Dec 05 2012 apc_hw03_nb200_375.bin
-r--r--r-- 1 apc apc 35545 Jun 20 2022 event.txt
-r--r--r-- 1 apc apc 45226 Jun 20 2022 data.txt
-rw-rw-rw- 1 apc apc 27123 Jun 20 2022 config.ini

However, when I performed a similar scp on netbotz1, I now see:

American Power Conversion Network Management Card AOS v3.5.9
(c) Copyright 2008 All Rights Reserved NetBotz 200 App v3.7.5
--wx-wx-wx 1 apc apc 1572864 May 23 2008 apc_hw03_aos_359.bin
drwxrwxrwx 1 apc apc 0 May 23 2008 sec/

When I ssh/telnet into netbotz1, "1- Device Manager" takes me to the Device Manager screen with no devices displayed.

------- Device Manager --------------------------------------------------------

     <ESC>- Back, <ENTER>- Refresh

How do I fix the upgrade of this Netbotz? I have tried scp'ing over apc_hw03_aos_390.bin and apc_hw03_nb200_375.bin multiple times to no avail.

I used ftp to transfer the files to netbotz1 and that fixed the issue.
