DCE 7.4.3 not launching device HTTP/web interface after upgrading Devices to 7.0.4

I was tasked to update our network cards on our UPS 3000's we just started using DCE v 7.4.3. the UPS's were all original at ver 6.1.0 I have used DCE to update all the cards to 7.0.4 I had very few issues and 99% updated with not interactions by me. My issue is now I cannot double click on the device (UPS) and open a WEB page to the device. I can take the IP put it into a web browser (chrome) and it opens and works fine. Settings on DCE has not changed. I can still connect to some older devices APC power strips with not issues. DCE does not comeback with any errors, Double clicking spins the hour glass and Nothing. Thank you any help.
