Cause
More details about the internal transformer power supply required.
Resolution
The voltage regulation of the transformer is around 15%, thus if the "230Vac supply" is towards it's upper tolerance (230Vac +10%, 253Vac) the no load voltage of the "24Vac output" can be about 30Vac.
If the RPC power supply is 230Vac, then the no load voltage of the 24Vac output will be around 28Vac
With the 224Vac output" half loaded, the voltage is around 26.5Vac
With the "24Vac output" fully loaded the voltage is around 24Vac
