Upto what capacity can I realy on the cooling available in the building/room? Dedicated cooling systems are necessary only when the room size to cooling required ratio exceeds a limit.
Example, if I am running a 20KW UPS, 70% loaded in a small server room with building cooling maintaining the room temperate between 20-25 degreee C. Does this situation requires a dedicated cooling system or not? In this case I am not concerned about the redundacny of cooling, just if the server room can be run without dedicated cooling options?

just a couple notes..
We would want to know if the room cooling system that you have is a "precision" cooling system because "comfort" cooling systems are designed to just cool people, not IT equipment. Therefore, it is not designed to control or regulate humidity, or designed to maintain temperature at a specific degree. If people walk into the IT room they give off heat. If there are lights in the room, believe it or not but these give off heat.
Is this room vented? Because the IT equipment is giving off heat but where is this heat going? Even though the room is being cooled by a AC what is the temp. at the rack? Where is this 68 degrees being taken?
