Authority To Operate (ATO)

Can anyone tell me if an ATO has been granted by DoD or Air Force to operate ITA and DCE? If someone has an ATO please send me a copy of it. I have a new systems that needs one.

Cory, there is nothing missing, I am just trying to find out if there a DoD entity that has an ATO to use ITA and DCE.
