i need to add a process analyst window in scada screen with permanent pens. That means every time the scada runs, the process analyst window should be working without adding the tags again and again. How can i do that?

There are many ways to load Pens and keep them
As suggested above, you can choose to use cicode to manage/load the Trend Pens or save loaded pens as Process Analyst Views (.pav) as files. Then load the pav files.
Additionally, in graphics builder, select the PA Object, under Access | Identification
TICK the Checkbox Persistence - persist ActiveX between page Transitions
This will ensure any trends that you load in runtime is persisted upon page changes.
