SURTD5000 no leds, won't start, batteries good

I have a SURTD5000 that was acquired used.  Recently, I shut it down and disconnected it for two months.  I hooked it back up and now it won't start.  The two battery packs each read 102 Volts (for a total of 204 Volts) and appear to be properly plugged in and in a reasonable state of charge.

I have tried starting it by holding down the test button both with external power connected and disconnected.  Nothing happens, no leds, no beeps, no relay clicks.  Furthermore, I have a AP9617 interface card but is evidently not getting power so it is not visible on the network.

Is there some other start up or reset that I should try?

I do have a serial interface cable, but have not used it since getting the AP9617.

Beyond this, I am not sure what it could be. If you have good battery voltage, then it should power on. Nothing else on the UPS is serviceable by the user unfortunately except the batteries. It may require a replacement or repair cry

Yes, each module should be about ~100-105vDC so it seems like you stored the batteries disconnected. You could also measure the battery bus connector on the rear of the UPS where your external battery pack would connect to verify this same reading. Make sure to disconnect the batteries when you're not testing to prevent any further discharge into the UPS.

Can you try and cold start the UPS? This eliminates a problem with UPS input power.

To do this, unplug or remove it from AC power, make sure the batteries are fully connected, and then go ahead and hold down the "test" button and see if you hear two beeps. Let go during the second.

If nothing, do you see the fan spinning at all? From what you described, it seemed to be no.

I do have voltage at the external battery connectors when the batteries are connected but not when they are not. (Connected or not to AC main does not matter.)

Will not cold start, nothing happens when test button is pressed even with AC main disconnected, no beeps, nothing.

Fan below power switch and batteries is not spinning.

Thanks, I figured that the answer would be beyond the scope of this forum.  Just wanted to make sure I hadn't missed something obvious.
