Remote Reset of M580 NOC 0302 module

WHY:  Control Expert supports one programmer.  Some mine sites provide local and remote access to the site PLCs.  All programming is via the BMENOC module.  At times local engineer will connect and remain logged into the PLC, denying remote access.  

WHAT:  If we can provide the ability to reboot the BMENOC module communication locally or remotely this will alleviate the problem.  It will also assist in restoring other communication lock ups which impede the operation of the network.  

Request:  To provide a module reset, server connection reset and a client connection reset.

The old Quantum NOE modules had the ability to essentially perform a remote reset from the web browser (which had similar effect as power cycling the NOE by physically lifting it off the backplane), that cleared various communication issues without requiring someone to physically go to the PLC.
