Will a bulk update work correctly even if it includes both devices updating from
ver.2.5.y ⇒ ver.4.x.y and devices updating from ver.4.x.y ⇒ ver.4.x.y?
For config.csv, I plan to include entries in a single file such as:
IP address, ID, user1, pass1, user2, pass2
IP address, ID, Administrator, (user defined password), Administrator, (user defined password)
Each format corresponds to the respective device type.
Additionally, another question:
When updating from ver.2.5.x ⇒ ver.4.x.y, what will be the login password for the web page?
Will the meter’s MAC address become the initial password?

The upgrade tool should process each device independently based on the IP address and the associated credentials in the config.csv file.
As documented in the PM5500 user guide, the Security Architecture changes significantly between v2 and v4, the device requires different credentials to "handshake" before the update begins:
v2.x.y devices: Use the legacy "User1/Pass1" or "User2/Pass2" format.
v4.x.y devices: Use the "Administrator" and user defined password other than the default.
When upgrading from V2.5.x to V4.x, the meter continues to operate with the legacy username and password that need to be entered in the csv file. After the upgrade to V4.x, the default password, which is the meter’s MAC address, is only a temporary credential. The meter then enforces a mandatory password change upon first login.

I understood your response as follows:
In a bulk firmware update, it is possible to have a mix of updates from both the old and the new versions.
When updating from the old version to the new version, the initial password after the update will be the MAC address.
