Can't access CM2250 settings/config

We wanted to swap out our CM2250 and CM150 power monitors with some PM5560's.  I wanted to verify the settings on the CM2250 but following the instructions here https://www.se.com/us/en/faqs/FA218954/
doesn't work because mode will only cycle through Alarm and [Setup].  When in setup it only cycles through [Address] and [Baud Rate].  I've watched Youtube videos and they all pretty much follow the same instructions as the link I posted.

The alarm LED is flashing and 991 is displayed when alarm mode is activated, maybe that would be a problem?  I can't imagine it would limit access to the configuration. I don't see any alarm codes listed in the Powerlogic CM2000 Circuit Monitor Instruction.pdf that I have on hand.
