the downstream panel cannot be connected to the transformer until the transformer's secondary distribution system is selected.
Please follow these steps below.
1. select the transformer
2. click the dropdown for Secondary Distribution System in the Properties
3. select the secondary voltage
Now when you try to circuit the panel, you will see the transformer as an option
