Our customer wants to use the IT Gateway for a while without connecting to the cloud as they need to pass through their security team first,

This does not seem to be a very good solution if the end customer needs months to solve his security problems.
Since, according to System requirements for the Gateway:
EcoStruxure IT Gateway was tested on Microsoft Windows Server 2008 R2 SP1, Server 2012 SP1, and Server 2016; Red Hat Enterprise Linux 7; and CentOS 7. The application takes 800MB of disk space, and the server retains a maximum of 8 days of data, about 128MB per day.
This is the answer to all your four questions, that is, no more than 8 days - this is true for both the mobile app and the EcoStruxure IT web-management interface.

Is it possible to backup sensor data (view as graph) to external tape for audit purposes?
we need sensor data (view as graph) for a maximum of one year
