Server not booting

Good Day

My DCE server is only stating that the server is booting when i try to access it via the client program and the webpage keeps saying the it is booting and the page with refresh every 10seconds. I believe the server OS has crashed not sure, in the pictures shows a few things that are showing failed when I login via apcsetup at the back of the server. Any assistance would be appreciated.

I did that but they can not help as the product  does not have a active contract
