can´t find the right documentatio for the "Send HTTP Post" Alarm action. need to replace an old mail2sms service with an API approach.

You'd enter the URL that you want called as the alarm action.
I recommend using a test endpoint to capture the information sent by DCE to the endpoint so that you can code your endpoint service to handle the payload correctly.
To the best of my knowledge there is no doc for the format/details of the POST vars.
