Issue
Attempts to assign or activate embedded or software licenses in Device Administrator fail when working with an Enterprise Server and Automation Servers running significantly older firmware versions (e.g., ES 3.2.x) than the DA version (DA 7.1.x) in use.
Licensing attempts fail, returning No EmbeddedLicensingResponse from the ES.

Cause
Device Administrator 7.1 cannot activate licenses on an Enterprise Server running version 3.2.x because the two versions use different licensing systems. Over time, EcoStruxure Building Operation introduced major changes to how embedded licensing works (between versions 3.x and 7.x). As a result, an older ES cannot understand the licensing requests sent by the newer Device Administrator. This mismatch causes the server to return no response, resulting in the error “No EmbeddedLicensingResponse.”
Resolution
Upgrade target servers (ES/AS) to the desired Building Operation major version before attempting to activate the license using Device Administrator.
Always use the latest supported Device Administrator version for the Building Operation version in use.
