Issue
After upgrading an MP/RP controller to firmware 7.0x.xx, Bluetooth commissioning from Building Commission (EBC), on phone and PC versions, fails. The PIN can be entered and the controller appears in the paired Bluetooth devices list, but the connection does not progress further.

Cause
The External Application Whitelist was enabled. When Bluetooth is enabled while the whitelist is active, the Bluetooth connection is secured for the Engage mobile application and is not available for commissioning through the commissioning tool.
Resolution
Disable the External Application Whitelist on the controller and reconnect using Bluetooth. After the whitelist was disabled, the Bluetooth connection is established and the controller can be commissioned through EBC.
If needed, assign a new Bluetooth PIN and remove the controller from the paired devices list before attempting to reconnect.
