On the past, Citect license also allow Opc Factory Server to run. This also applies to Ecostruxure Power Operation?

I tried to install OFS with EPO installer, it used default part and serial numbers (TLXCDOFS and 12345678910), but when I try to run OFS from windows start menu it gives me a message "OFS product TLXCDOFS SN:12345678910 with license NOT ACTIVATED. Server stopped."

OFS can use EPO license?
