I have a pair of SURTAS3000XL units in a short rack. They have been operating for years with only needing battery changes. Yesterday one of the units was beeping. Not sure for how long. I pulled the batteries and the unit will still not power on (no fan, no leds, nothing). Any idea?

If memory serves this legacy device requires a working RBC to turn on. You can test and validate this by inserting the RBC from the other unit after you power it down safely.
You’ll want to perform both static & dynamic tests to insure the unit is fully operational without any connected load.
The same two tests will also be completed to ensure the system is truly functional.
Static: AC Mains must be connected to the wall outlet. Insert RBC and power on the system. It should complete the POST and Self Test if all is well.
Dynamic: The RBC should be at 100% SOC (State of Charge) before proceeding. While the unit is off and AC Mains is disconnected. Initiate the following action item (Cold Start)
press and hold the Test button to power up the UPS and connected equipment.
The UPS will emit two beeps. During the second beep, release the button.
NOTE: The cold start process must be performed with & without connected loads to validate the system is fully operational. Connect only resistive loads such as a heater, incandescent lamp, hair dryer etc.

Neither of these units have an RBC (Remote Battery Charger). The failing unit with commercial power applied does not do anything (with and without internal batteries attached).

RBC = Replacement Battery Cartridge
Have you swapped the (RBC) from a known good unit to the problem one???
A brain dead reset of the unit should be the next action item to complete.
Report the outcome of both action items along with the RBC voltage disconnected from the main unit.

Yeah, this is exactly the scenario I talk about in my book Hyper-Power. Nineteen years on a Smart-UPS RT is nowhere close to normal service life, and only swapping batteries the whole time masks that the rest of the unit is aging right along with them.
On the no power, no fan, no LED symptom after pulling batteries: that's usually not a battery problem at all. It typically points to the main control board, the PFC section, or an internal fuse that finally let go. The beeping before it died was likely a fault condition, not just a low battery warning. On a unit that old, electrolytic capacitors on the PFC and inverter boards are well past their rated life even if the batteries were always fresh. Heat cycling in a rack over almost two decades does not do those components any favors.
You can check for a blown internal fuse if you want to confirm the failure mode, but honestly at 19 years old I would not sink time into board level diagnosis or repair. Parts availability for something this old is thin and getting thinner, and the SURTA3000XL line itself was discontinued as of October 2025, with end of service life set for October 2027. So even if you found a way to fix this one, you would be maintaining a product APC itself is walking away from.
This is the liability tail in action. The unit did its job for a long run, but every year past that 10 year mark adds risk a battery swap does not address: aging power electronics, no manufacturer support, and no path to spare parts. I would treat this as the trigger to replace both units in that rack rather than just the one that failed. Look at a modern double conversion online UPS sized for your load, and if this pair is protecting anything client facing or revenue related, get the second one on a replacement schedule now instead of waiting for it to fail on its own timeline.

I have good set of RBCs available. Question is, the unit should power up without RBC installed. So, what is the step for "A brain dead reset of the unit should be the next action item to complete." I saw the comment about the age of the unit. No argument there but I would like to see what I can do before I need to replace it. Thx

Once complete you can test the unit with the other working RBC to see if the unit will power on normally. If the hardware supports *Cold Starting* you may also try this out to validate how the system behaves while in this condition.
Both dynamic and static tests must be performed with and without connected loads to validate the hardware is fully operational and working as expected.
