Does a UPS rated at 1500VA draw more power than a 1300VA with nothing plugged into them?

Thanks

Its possible that it will draw slightly more power. However different models of UPS can draw different amounts of power and it could be possible that the 1500va ups would draw less power than a different type of 1300va ups.
