PC does not restart after suspension.

Regards, sorry me for my bad english.
I have a problem with the APC Back-UPS BX UPS - BX700UI - 700 VA - 390 W.
I'm using Windows 10 Pro 64-bit.
I connected the ups to the PC, using the USB cable and the power cables.
I have installed the Power Chute Personal Edition version 3.1.0 program, in the Operating time tab, I have set the time of 1 minute to put the PC in suspension in case of blackout.
From the PC bios I have enabled the Restore after AC Power Loss and Resume By USB Device options.
From Windows 10, in Device Manager, I select the APC UPS device, click on Properties, Power Management, I have checked the option Allow this device to wake the computer.
I simulate a blackout by removing the power to the APC ups.
Power Chute Personal Edition puts your PC to sleep after about 1 minute, correctly.
After a few seconds I feed the APC upc.
After about 2 minutes, the APC upc tries to turn on the PC, but fails to do so.
Can you explain to me what am I wrong?
The strange thing is that if I switch off both the PC and the group, I switch on the group which automatically manages to switch on the PC as well, because I have activated the Restore after AC Power Loss option from the PC bios.
In this situation, the APC ups works correctly, but after the suspension of the PC, the ups fails to turn on the PC.
Do you need to set anything up on Windows 10?
I tested the APC ups on 3 different PCs and it failed to turn the PCs back on after sleep.
I contacted APC support who sent me a new ups, the BX750MI model.
Even with this ups I can't get the PC to turn on after suspension.
If after the suspension, I try to turn on the PC with the LAN network wake-up system, the PC turns on.
Any idea about it?

The issue is your PC. Since you are restoring AC to the UPS before it turns off when it does power cycle, the amount of time AC is lost and restored is not significant enough for the PC to restart. To test, remove AC from the UPS and wait for the PC to power off. Then wait for the UPS to cut output. Once the UPS cuts output, wait 30 seconds and restore AC to the UPS. The PC should restart once the UPS restores output.

I think I explained myself badly.
FIRST TEST.
The PC is turned on and the UPS is turned on.
I turn off the PC and after the PC is off, I turn off the UPS.
Since I have activated the "Restore after AC Power Loss" option from the PC bios, when I turn on the UPS, the PC is turned on by the UPS without pressing the power button on the PC.
In this case, the UPS and the PC are working properly.
SECOND TEST.
When I simulate a blackout, the UPS fails to turn on the PC when the power returns.
Let me explain.
I have the PC on and in the Power Chute Personal Edition version 3.1.0 application I have set the PC suspension time to 1 minute.
I simulate the blackout by cutting off the power to the UPS.
Power Chute Personal Edition version 3.1.0 correctly shuts down the PC after 1 minute and puts it in the suspended state.
After a few seconds I power up the UPS.
On returning to power, the UPS tries to turn on the PC but fails to do so.
I am forced to turn on the PC from the power button.
I repeat the simulation of the blackout, if I turn the UPS off and on, the UPS is able to turn on the PC as in the FIRST TEST.
So, if I don't simulate the blackout, the UPS can turn on the PC, when I simulate the blackout, the UPS can't turn on the PC.
As if after the suspension, something is wrong in restarting the PC.
Do I need to set up anything in Windows 10?

When AC is cut to the UPS and PowerChute commands the PC down do you wait for the UPS to turn off before resorting AC? And, if so how long do you wait. 

 

Remember, it is not the UPS or PowerChute that starts the PC it is the BIOS.

Excuse me but I made myself ill. In TEST2, I do not turn off the PC, it is the PowerChute application that puts the PC in suspension. So far everything works perfectly. The problem is that when the power returns to the UPS, the UPS tries to turn on the PC and cannot turn it on. I feel that the UPS tries to send an impulse to turn on the PC but it can't turn it on. As I thought it was due to a configuration error, I tried to turn the UPS off and on again while the PC was off. In this scenario the UPS was able to turn on the PC. So I ask, why when I turn off and turn on the UPS, the UPS manages to turn on the PC, while after the suspension made by PowerChute, the UPS fails to turn on the PC? I hope this time I was clear.

The PC is turned back on by the BIOS settings. AC must be cut and then restored for the BIOS to trigger the power on. If the AC has not been cut the PC will not restart. Some PC require the AC to be cut for greater than 15 seconds. Other will restart after only a few second of AC being off.

 

When PowerChute commands the OS down it send a signal to the UPS to turn off. The UPS wait 2 minutes and then powers off. If AC has been restored during the delay the UPS still powers off and then after 6 to 8 seconds turns back on restoring AC output. Once the PC starts the PowerChute services are started as any normal service would.

Sorry me, I still don't explain well. I know how the PowerChute Personal Edition application works. I connected and configured the program to shut down the PC after a blackout and as a time I set 1 minute. PowerChute Personal Edition successfully puts your PC into Hibernation. When the power returns, the UPS cannot turn on the PC. What do I have to do to make it work? I have contacted support. After a series of tests, on three different PCs using Windows 10 Pro 64bit, they sent me a new UPS model. Even with the new one I can't get the PCs to turn on after a blackout. They suggested that I write in this forum and seek help. Could it be due to some Windows configuration? Is there a log to look at where it indicates what is happening?

When AC returns does the UPS turn back on and supply output? If it does the issue is the computer. The issue could be with the BIOS, the power supply, or the Advanced Configuration and Power Interface, or USB controller. 

 

When you can run a test and have PowerChute shut the PC off. Wait for the UPS to turn off. Once the UPS has turned off, wait one minute, disconnect the USB cable between the UPS, and PC, Restore AC. If the PC turns on, do the same test again but the seconds test do not remove the USB cable.

I carried out the test you indicated, with the UPS model APC Back-UPS BX UPS - BX700UI - 700 VA - 390 W.
I have to check with the new model BX750MI what happens.
I did 3 tests:
TEST 1:
01 - I suspend the AC to the UPS and consequently to the PC.
02 - PowerChute Personal Edition suspends (turns off the PC) after about 1:35 minutes;
03 - After about 3:50 minutes from the AC suspension, the UPS switches off completely (the LED in the power button of the UPS switches off);
04 - After about 1 minute active the AC to the UPS, the UPS is able to turn on the PC.
In this test everything works fine.

TEST 2:
01 - I suspend the AC to the UPS and consequently to the PC.
02 - PowerChute Personal Edition suspends (turns off the PC) after about 1:35 minutes;
03 - I do not wait for the complete shutdown of the UPS;
04 - Before turning off the UPS, turn on the AC to the UPS;
05 - After about 1:20 minutes the UPS tries to turn on the PC but fails to do so.
In this test, if the AC returns before the UPS shuts down completely, the UPS fails to turn on the PC.

TEST 3:
01 - I suspend the AC to the UPS and consequently to the PC.
02 - I activate the AC to the UPS, before PowerChute Personal Edition suspends (turns off) the PC;
03 - Of course the PC is not suspended (off).
In this test everything works fine.

Finally, the UPS fails to turn on the PC if the AC returns before the UPS is turned off.
Is it possible to fix this error?

I want to specify that I have repeated test 1 after test 3 and the UPS has turned on the PC correctly.

The delay on a Back-UPS is not configurable. If you were to purchase a Smart-UPS with switched outlet group/s, you could then increase/decrease to time the UPS removes AC and then restores AC.

As I wrote today I carry out the same test with the new BX750MI model unit.
Does this behave the same way, or does it turn off earlier?
I wonder why you didn't plan to shut down the UPS quickly?
The solution would have been to have the UPS shut down at the same time as the PC is turned off.
Was this solution feasible, or does the UPS fail to understand when the PC has shut down?
It's a shame, I'm a little disappointed.
I ask you, do I have to hope that in the event of a blackout the AC must return after the UPS is turned off for the PC restart procedure to work correctly?

Greetings, I have carried out the 3 TESTS with your UPS model BX750MI.
Even with this UPS, I got the same results.
So, with both UPSs in my possession, tested on 2 different PCs, if the AC comes back before the UPS shuts down completely, both UPSs fail to turn on the PCs.
If, on the other hand, the AC returns after the UPS shutdown completely, both UPSs are able to turn on the PCs.
Can't fix this?
I ask you, ignorant, from Windows 10 is it possible from the Scheduler section, UpDateOrchestrator, to create an action that when the UPS tries to turn on the PC, the UPS turns on the PC?

See in the bios if you can switch between new style sleep mode (S2idle) and legacy sleep mode (S3). It may come under a variety of labels. Linux on AMD doesn’t support S2idle well (and that’s a euphemism) but some motherboards allow you to revert to legacy mode ; note that those modes are incompatible (it’s either one or the other) and Microsoft mandates S2idle to be the one enabled by default.
Sadly, some OEMs won’t provide a bios switch (HP, for instance - ask me how I know), in that case you’re stuck until a stable S2idle support makes its way into the kernel.

I have my Windows system set to reboot on "USB activity". 
Then traffic from the APC over the USB cable will trigger a power-on.
