Both batteries arrived fully charged and showed voltages of 12.9 V each. Once wired together and installed, voltage measured 24.8 V. Installed new batteries into UPS, and powered on without plugging line power and unit worked with only orange "on battery" light on and 4 beeps every 30 seconds. Pugged it in to know good power, "line power" green lights blink 8 times and unit switches to orange "on battery" lights and beeps four times every 30 seconds and does not seem to recognize line power is on. I have tried "brain dead" method described in this forum with the same results. I have also tried different outlets. What's going on?

The UPS requires a direct USB to USB connection to the target computer system so not sure how you expect a USB to Ethernet adapter would work?!?!
Unless this is a USB / Ethernet connection extender??
Have you followed the two recommended action items I mentioned above: Sensitivity / Transfer Voltage Adjustment

Connect the unit to a computer system running APC Power Chute Software. Provide the following screen captures / logs in their entirety: Event, Data, UPS, Diagnostics.
Based on the limits information provided by you it’s possible the supply power is considered dirty.
As such you may adjust the sensitivity / transfer voltage and report the outcome.

I have downloaded the Power Chute Serial Shutdown program, have the USB A to Ethernet converter going from my computer to the BackUps 1500XS data port, and after about six hours of trying, the program has failed to connect to the UPS. It is plugged in to a clean 120V source, and when turned on, the On Line blinks for a few seconds, and then switches to the On Battery and stays there with the 4 beeps every 30 seconds. The unit will power a load when plugged in to the Surge & Battery backup outlet on the back of the UPS. I have also checked the circuit breaker on the UPS and it appears to be in.

I purchased a new APC 1500 back up system and used the cord that came with it to complete the test you laid out in your previous response with my old backups 1500 XS. I was able to reset the battery counter and go to low sensitivity and the unit now works. Thank you very much for your help with this product.
