10 year old UPS began shutting down and restarting randomly today. No error messages and battery indicates fully charged. Line voltage is normal @ 118v.
Removed loads and took batteries out after manually shutting down and waited several minutes, replacing batteries and plugging BX1300G into a different outlet on a different circuit.
Within 2 - 3 minutes and with no load on UPS, it began again shutting down/restarting.
Ideas are welcome,

It’s not clear to me based on your description that you replaced the RBC with new cells or simply completed a brain dead reset?!?
If the RBC was replaced with new cells then complete the following action items in sequence and report the outcome:
Brain Dead: Complete this task three times as outlined in this APC FAQ:

Date: Update the battery installation date via APC Power Chute Software. This will reset internal counters and adjust charging tables if applicable.
Self Test: Manually initiate a self test via Power Chute Software and allow the RBC to recover to 100% SOC (State of Charge). If the self test fails report that outcome here and call out any faults / codes declared by the system.
Calibration: Manually initiate a battery calibration via Power Chute Software with a minimum of 30% attached load or greater. Allow this process to complete and let the RBC recover to 100% SOC.
This will help the system learn the current RBC health and better reflect the operational runtime vis LCD, Power Chute.
NOTE: The RBC is designed to provide 2-5 years of service based on usage, temperature, and environmental conditions. The RBC is rated to provide 260 cycles subject to the same caveats.
The unit itself is designed with a useable service life of 8-10 years based on this APC FAQ:

If you completed all the action items in sequence and the unit continues to misbehave. Then it’s time to replace the unit and purchase a new one.
